Changes to charting to improve display of DEM data in certain areas

Removed DEM setup toolbar from utilities - replaced with option to set DEM folder.
Control of DEM is now done locally on each chart panel.
Note: You cant view DEMS on the utility chart window.

Major changes to the way depth sounding and text in general is drawn - removes cut off characters, add anti-overwriting of text and depth soundings added.
Contour labeling now shows the depth contour rather than the range in the depth area.
Auto land outline mode (Chart settings cartography 2) no longer outlines cells as these have their own coast line layer.
i.e. Removes the display of black lines when there two adjacent land areas in the same cell.

Abbility to create a list of specific objects not to be shown. Menu Chart utilities -> Remove mark
When drawing a chart PI will check to see if an object is in this list, if it is then its drawing is skipped.
Objects are added using a point a click
Note: On this version do not close window using the X button, otherwise wiindow will not re-open
